How to convert PTM core assembly step into SW parts one by one?

Yes, API can do this.
Open the step files in SOLIDWORKS and resave them as sldasm and sldprts. The sw models will still point to the step files unfortunately so you will have cut the bodies external references. You can probably get a way with making the components virtual so you don’t have external references.
With 3D Interconnect unchecked, open the STEP file and do a save all. SW will automatically save the files as assembly and parts (depending on the import options and STEP file structure).
