Nope, I don’t think so.
I think that’s the right answer. I’ll stick with a command manager tab and Tools menu item.
My memory is a bit hazy but I think @artem was able to do something like that with the registry keys.
He will probably point to the cs file in his answer!

Perhaps one of the enumerations in the swToolbar_e has this location (perhaps Main?). But I have not done it before so it might not work.
